Playing ranked doesn't automatically make you a better player than people who don't play ranked.
I've met unranked players who are far better than players who only play ranked.
However, as a general rule, players in ranked will be of higher quality than players in unranked.
What I want to make clear is that playing one doesn't automatically make you worse or better in terms of player quality.
Furthermore, the skill required for both is the same,especially now that Draft Mode exists for normal play.

Okay let me explain this a bit.
In classic play, the following factors come into play during the game:
- Map awareness(more than Dominion and with far greater importance)
- Wards
- Last hitting
^ Both of those were COMPLETELY eliminated in Dominion
- Team composition
- Team clashes
- Itemization
etc.
Failure to meet with any of the above listed will cause an individual player to fail and ultimately, a team as a whole to fail. A bad pick, lack of wards, poor team clashes, poor itemization by said player, poor map awareness, these things are easily stated to be indispensable for a solid 5v5 team.
Again; IF A SINGLE PLAYER FAILS ANY OF THE ABOVE, THE ENTIRE TEAM IS WILL SUFFER GREATLY
Conversely, in Dominion, you can completely forget about last hitting and wards.
Team composition and itemization are far more flexible(No need for a jungler, an initiator, a dedicated tank, etc.).
In terms of Micromanagement, Dominion is incredibly easy on a player.
However...
As stated, a full team will need great coordination and synergy if they want to play at high levels, the proper team composition and organized movements, capturing , defending, it will have to be as smooth as clockwork.
THIS is just as hard as in Classic mode. The other... not so much.
